The Fleet Operator Recognition Scheme (FORS) and The Construction and Logistics Community Safety Scheme (CLOCS) are nationwide specifications in relation to vehicle safety. In order to be recognised as a bronze FORS fleet operator, you must: “Record and monitor all driving infractions, and take remedial action to minimise future recurrences. Fleet operators shall ensure that all vehicles over 3.5 tonnes gross vehicle weight shall display on the rear of the vehicle warning signage and markings to warn vulnerable roads users not to get too close to the vehicle. Signage and markings shall warn the vulnerable road user of the potential danger.”

For bronze level recognition there is no stipulation to fit vehicle safety products nor reference to telematics/tracking support but operators are set a time limit set in which to progress to FORS silver accreditation.

 

FORS, CLOCS and WRRR Alignment

FORS silver requirements are now aligned to the requirements of the Construction Logistics and Cyclist Safety (CLOCS) Standard and TfL’s Work Related Road Risk (WRRR) requirements.

Whilst FORS and CLOCS remain the key nationwide specifications for road vehicles, there are also other standards relating to publicly funded projects – one of the most recent additions being High Speed Two (HS2) vehicle standards.

Here are just a few areas in which we provide support:

O4 – Engine Idling

Supported by the ScorpionTrack Fleet system:  “Use of telematics may be used to determine instances of engine-idling. Idling should be considered during the route planning process, and the person responsible for routing shall minimise the vehicle waiting times through customer and driver communication and information.”

O5 – Vehicle / equipment theft and unauthorised access

Supported by the ScorpionTrack Fleet and a choice of Scorpion’s alarm, immobilisation and electronic locking system:  “Fleet operators shall reduce the risk of vehicle and equipment theft and limit the possibility of unauthorised or illegal access to vehicles.” 

D8 – Driver’s Hours & Working Time

Supported by the ScorpionTrack Fleet system,  in regard to non-tachograph operations: “Operators shall also provide evidence of recording and examining driver hours and evidence of addressing incidents where driver hours are exceeded”.

D9 – Driver Infractions

Supported by the ScorpionTrack Fleet system:  “Fleet operators shall record and monitor all driving infractions and take remedial action to minimise future recurrence. Fleet operators shall provide evidence that all driving infractions (such as any incident which would result in endorsed points to the driver’s licence) are recorded and reviewed in the short and long term and that action is taken against such drivers.

S3 – Audible Warning Systems

Supported by Scorpion supplied safety systems: “Fleet operators shall ensure that all vehicles over 3.5 tonnes gross vehicle weight are equipped with an audible means to warn other road users of a vehicle’s left turn manoeuvre and reversing movement. Turning and reversing devices should be fitted with a manual on / off switch for circumstances, such as working at night, where it may be appropriate or necessary to deactivate the device.

S4 – Blind Spot Minimisation

Supported by Scorpion supplied safety systems: “Fleet operators shall ensure that all vehicles over 3.5 tonnes gross vehicle weight have front, side and rear blind spots eliminated or minimised as far as is practical / possible, through a combination of active and operational direct and indirect vision aids and driver audible alerts.”

S6 – Performance Data

Supported by ScorpionTrack Fleet system:  Fleet operators shall baseline data and undertake active monitoring of the following performance indicators including: Total fuel usage and distances travelled, Transport related CO2 . Active monitoring should be demonstrated using a range of data capture methods. This may be through the use of fleet performance tools, spreadsheets or benchmarking systems either offered commercially or promoted through FORS and other organisations. Other data monitoring tools include vehicle telematics.
